The Senior Procurement Advisor is responsible for reviewing TSSA’s current procurement procedures and policy by comparing against best practices and the relevant public procurement directive to recommend and implement practical changes for improvement of the procurement function at TSSA. The objective is to develop a procurement service delivery model that is appropriate for a mid-sized organization that complies with the public sector procurement directive and provides value for money. The position reports to the Director, Finance.

The role will include the following responsibilities:
  • Review and gap analysis of TSSA’s current procurement practices in relation to the provisions set forth in TSSA’s updated Procurement Policy and the Ontario Public Service (“OPS") Procurement Directive (“Directive”) issued by the Management Board of Cabinet (“MBC”) as applicable to the TSSA as an ‘other included entity’ as defined therein.
  • Facilitate the development of and establish a formal procurement strategy process
  • Develop recommendations for a future-state procurement service delivery model that outlines an appropriately sized and skilled level of procurement support for TSSA that addresses the identified gaps.
  • Develop an action plan to implement the approved future-state procurement service delivery model.
  • Creation of standard operating procedures for procurement such as:
    • Procurement process and documentation (including requirements gathering, selection of appropriate procurement method, sample RFx forms, and Evaluation Summary Report as outlined in TSSA’ updated Procurement Policy)
    • Procurement evaluation framework (including criteria and scoring)
    • Vendor performance management (including developing relevant KPI metrics)
    • Procurement performance reporting (including developing relevant KPI metrics)
    • Other tactical procurement activities
  • Provide clear and concise status updates to management
  • Opportunity to be the subject matter expert and leader in the implementation of procurement aspects of new operations and finance systems
  • Provide additional fill-in coverage for the procurement team to support any procurement processes depending on the work demand and team needs including:
    • Provide guidance and oversight, as delegated, of the Procurement team’s deliverables
    • Delivering end to end strategic sourcing and contact management as required
  • Utilizing client feedback to improve customer satisfaction
  • Provide a knowledge-base of current trends related to procurement, risk and performance assessment to ensure quality client service
  • Post-Secondary Diploma or Degree in a related field (Public Administration, Business, Finance, Purchasing) required
  • Certified SCMP designation or equivalent
  • Minimum of 5 years’ experience preferably in private and public sector procurement
  • Subject matter expert who is an authority on procurement process
  • Prior procurement experience in the RFP life cycle including, but not limited to drafting, reviewing, evaluation, and contract award
  • Experience with innovative procurement practices and establishment and maintenance of Vendor of Records is highly desirable
  • Public and private sector procurement policy experience (preference for experience with the Ontario Public Service Procurement Directive issued by the Management Board of Cabinet
  • Must possess deep knowledge, or can quickly further develop knowledge of the Management Board of Cabinet Procurement Directive, tendering law, risk management and health and safety obligations
  • Experience leading a team and an improvement initiative; supported by a strong project management background with the ability to coordinate multiple strategic projects to successful completion
  • Self-starter - ability to work independently with minimal supervision to meet internal client deadlines
